It's probably the liftoff of a Saturn V rocket from the Apollo space program, filmed from the base of the launch tower. The falling ice condensed on cold liquid oxygen tanks, and is flaking off. The slow-moving piece on the right is a hold down arm; four of these actually clamped the rocket down after ignition until it reached the proper thrust. MJSSt Paul, MN USA2
